What liability insurance does in the Netherlands
The AVP (particuliere aansprakelijkheidsverzekering) is the Dutch private liability policy. It covers damage you cause as a private person to other people or their property: a cycling accident where someone falls, a TV you knock over at a friend’s place, or water damage in the flat below. The bill can become far larger than you would want to pay yourself.

For expats, this matters especially because the Netherlands is a cycling-heavy and rental-heavy country. You run into liability situations faster than you may expect in everyday life.
Why tenant liability deserves separate attention
As a renter you face an additional layer of liability: damage to the rental property or the landlord’s fixtures. A fire you accidentally cause, flooding from a forgotten dishwasher or a damaged floor can all be claimed from you. In expensive Dutch rental homes, the repair bill can be substantial.
- Check whether tenant liability is explicitly included — not all AVP policies include it by default.
- Renting does not mean the landlord pays for your mistakes — you remain personally liable.
- Water, fire or accident damage in a rental home can be recovered from you directly.
- Review family cover if a partner or children also create liability risk.
Not every policy is the same. One AVP may cover more family members or situations than another. If you live with a partner or children, you want to know exactly how broad the cover is — and whether pets are included.
Limits, exclusions and special situations
Dutch AVP policies typically cover €1.25–€2.5 million per incident. That is more than enough for most private situations. Watch out for standard exclusions: intentional damage, damage caused with a motor vehicle (that goes through car insurance) and damage in the course of a profession.
As an expat, a few special situations matter: babysitting other people’s children, volunteer work, temporary hotel or Airbnb stays, and whether your pet (dog, cat) is covered. Those conditions can vary significantly between insurers.

Do I need liability insurance as an expat?

Does AVP also cover damage to my rental home?
Only if tenant liability is explicitly included in the policy. That is not always standard. Check it explicitly with the adviser or in the policy conditions.
Are my partner and children included?
That depends on the policy. Review the family cover section and who is actually insured. Children are sometimes separately covered up to a certain age.
How high should the coverage limit be?
Most Dutch AVP policies cover €1.25–€2.5 million per incident. For private situations that is generally sufficient. Higher limits are rarely needed for expats in employment.
